If you feel that you were ticketed in error—or that extenuating circumstances existed—you may file an appeal with the Parking Office.
The Appeals Committee will consider your ticket history when making its decision. ALL APPEALS DECISIONS ARE FINAL. Appeals without merit will be rejected.
Appeals for Students, Faculty, or Staff
If you are affiliated with Penn State and have an Access Account user ID, appeals can be filed by visiting the Parking Ticket Appeal System within 20 calendar days of the ticket date. If the decision is in favor of the University, a payroll deduction will occur for faculty and staff and a bursar charge will occur for students.
Appeals for Visitors
If you are not affiliated with Penn State and/or do not have an Access Account user ID, appeals must be filed by completing an appeal form and sending it to the Parking Office:
- Get a Parking Violation Appeal PDF form, complete it, and print it out.
(These forms may be filled out using Acrobat Reader and do not need to be filled out by hand.)
- Attach your parking ticket (or a copy of it) to your completed form.
- Enclose a check or money order (payable to "The Pennsylvania State University") for the full face value of your ticket. Cash will be accepted only if you pay in person. (If the appeal is decided in your favor, the face value of the ticket will be promptly refunded.)
- Return the form, parking ticket, and payment within 20 calendar days to:
